Default World Of Warcraft Problem!?

I had an old world of warcraft account and i want to play WoW again. The account is 3-4 years old and it's frozen for no payment.Now i got enough money to play again last weeks i actived a free trial, that is on the same battle.net account as the other. Now want i want to re-active the payment The next error appears:

This could be due to a payment issue that is being investigated or to a permanent closure of this account (check your account status). If you believe that this could be related to a payment issue, could you please contact our Billing Support team via www.wow-europe.com/en/support/with the following information:
How many account are you paying for with this card?
Have you tried to enter your payment method with just one card?
Is your bank based in a country other than the one in which you are residing?

A friend of me told me to set the payment on my visa card. Does it really work?
What shall i do?
