world of warcraft what kind of armor?

i am a elemental shaman and i was wondering if i should prioritize stats over armor...for example if there is leather armor that gives 130 armor +3 strength, and cloth that gives 100 armor +3 intellect. should i take the cloth because it gives intellect which is better for an elemental shaman?
