Low DPS on Assassination Rogue (World of Warcraft)?

Hi, I am a level 65 gnome rogue, with decent gear, and it seems my DPS is a bit lower than average. On mobs, i have an average of about 500-600 DPS, and on bosses I cap at about 1.2k. When I attack training dummies, i can max at only about 900 DPS. Any reason or help would be lovely.
BTW my rotation is as follows :
Mobs: Garrote>SnD>Mutilate x2>Envenom> repeat
Bosses: Garrote>SnD>Mutilate x2> Rupture> Mutilate x2> Cold Blood> Envenom
