Why do I lag in 25 man WoW raids?

Default Why do I lag in 25 man WoW raids?
My pc specs:

4GB RAM
ATI HD Radeon 6850 1GB Graphics
AMD Phenom II quad core 3.2ghz

I have to decrease my graphics options severely in order to have atleast okay fps 10-15 max though.

I would think my pc could handle high settings within 25 man raids or am i mistaken?

Perhaps its not a hardware issue?
