First I'll start by talking about the level caps and expansions. When WoW first came out, there were no expansions. The level cap at the time (level cap is the highest level you can get to) was level 60. When players reached the level cap, they could work together to do raids and bring down raid bosses.
When Burning Crusade was released, the level cap was raised to level 70. Like what was previously done, players worked together at the new level cap to complete raids. Since the level 70 raids gave the new gear, not many people cared about the level 60 raids.
The same thing happened with Wrath of the Lich King. The level cap was 80, and players did the 80 raids.
With Cataclysm, the level cap is now 85. Most people that raid are going to be level 85 and working on the current content that's been released.

Some people would like to raid at lower levels, but most of the time the quest gear you can get at that level is almost as good or even better than raid gear you'd get. Since the raids require many people to work together, it's almost impossible to get a raid going at level 60 these days. The vast majority of people ignore raids completely until level cap and join in with the rest of the players.
One difference now that can be seen when compared with previous expansions is that players are now strong enough to do older raids completely by themselves. Most levels 60 raids are completely soloable by 85s. Some level 70 raids can even be soloed. The gear isn't any good, but most players that do low level raids are usually after achievements or nostalgic pieces of gear.
Being around 60 yourself, I'd say just forget about raiding til 85. If you can find some high levels to run you through some raids, that can be fun. However, you won't see a huge benefit from it. It's much easier to just quest and level up.
