Here is what I know:
I have the latest version of the PTR client
I have a working WoW account that has been active for almost 3 months
I have copied some pre-maid characters onto the test realms before the US character copy was down.

Now, every time I try to log into the WoW character in the PTR, it comes up that I have run out of pre-paid play time for the account. It only happens in the PTR and playing on a normal server, It works just fine. I do not know what the problem is, but I hope some one knows what the problem is.

They just let the latest PTR build go live, so the PTR currently has no players and has NO patch being used on it. So unfortunately the PTR is down and cannot be played at this time.
