why doesent my world of warcraft PTR server work?

Default why doesent my world of warcraft PTR server work?
everytime i try to play the ptr server it keeps sayin my chaacter are locked(they are all 70)? did you have to get burning crusade a certain day becuase i just got it like a week ago? and also on my regular wow account it says i have burning crusade but when i do PTR it doesnt work. whats up wit dat?

They take the PTR (Public Test Realms) down periodically for maintenance and upgrades. You will probably just have to wait until they fix whatever is broken.
