Why is there no United States in the preferred locations on the World of Warcraft

Default Why is there no United States in the preferred locations on the World of Warcraft
PTR? I just downloaded the PTR from battle.net and I haven't done anything to the files. and I log in and it tells me to choose a preferred location and there's no United States, or any other locations, the only thing in there is Development. and when I click that the realm box is empty. I would really appreciate it if someone could help me.
