Levelling as a Shadow Priest in WoW, good or bad idea?

I am currently level 55 with my Shadow Priest in WoW. On random dungeons, I am bottom of the DPS meter. I average around 200dps whereas the others in the party are hitting as much as 500dps.

1) Is Shadow spec best to level in?
2) Anyone know damage rotation for a lower level priest? Everything in google is set for level 80's.
