Draenei are hands down the best PvE Priests and extremely good PvP priests.
They provide a +1% spell hit aura for all the casters in your group. It's nice obviously in raids but it also helps when you're grouped with Warlocks in the Arenas. The aura helps get spell lock and devour off because Warlock pets dont benefit from the locks' +hit.
You have Symbol of Hope which provides 1K mana to your party every 5 min. This is both amazing in PvE and Arenas.
You get Chastise which is an amazing ability with so many different uses.
In PvP the uses are boundless.
-You always have the upperhand in a Mana burn war with another priest.
-Helps you mana burn all other healers.
-Allows you to interrupt heals and enemy casts.
-Allows you to get a heal off or some breathing room when fighting a rogue.
-And of course if you were shadow, it helps you get mind blast off.
You get the wonderful Gift of the Naaru, giving you an extra HoT over any other priest. Stacked with renew, you restore life very quickly.
-Allows you to stay out of the Five-Second-Rule much longer.
As you can see, it would be a mistake to roll anything but Draenei.
However, if you do not own The Burning Crusade expansion, here is more information regarding the basic races:
PVE Shadow:
Night Elf (extra DoT) or Draenei (+1% spell hit to group, and a Mana Regen spell for group).
This one is preference, you can do more damage as a Night Elf, but bring extra raid utility with Draenei.
PVP Shadow:
Night Elf (Shadowmeld + Starshards).
PVE Healing:
Draenei (GotN-ish, and other stuff I already mentioned).
PVP Healing:
Dwarf (Stone Form + Chastise).
