My XBox 360 has the RROD, and more thermal paste won't help.?

My xbox 360 has recently caught the RROD. I took the system apart and reapplied thermal paste. Slapped the sucker back together...turned it on...and still nothing. The system gets power because it's still giving me the RROD, but the fans don't turn on. I could really use some help and advise. Thanks in advance.
