Does deleting game files free up blocks on a Playstation memory card?

I have a PS2 and I need to free up a block from my PS1 memory card for this awesome game I got. What I''m asking is, if I delete (or revert games back to 0%) my files from games, will it free up a block of space?

I can't access the PS1 memory card from the PS2 Browse menu.
