I am seeing Level 83 Frost Mages in Battlegrounds with 60K HP and MANA and I only have 20K. What gear do these guys have? Is it from the AH or Quartermaster? Should I wait till Im Level 85 then spend all my Honor and $?

If I were you I would just get gear from dungeons while you are 80, because 83 to 85 isn't as long as you think. You'll need to use honor points because in bgs you will definitely need resilience especially as a mages armor isn't that great to begin with.

You can get the level 80 stuff but it takes thousands of honor, then when you get to 85 (which wont take long with questing and quing for dungeons) you'll have to save up thousands more. When you have saved it up go for the season 10 gear, that should hold you until season 11 or until you start arenas and get conquest points.

If you are having a hard time surviving in bgs, do a few random dungeons (with guildies is better) try and get some gear with sockets just to give yourself a little boost until you can get the good stuff, The level 80 dungeon gear is better than the 80 honor point stuff at the moment anyway.

So you need more and more wow gold to update you equipment!
