In World of Warcraft, why is Guard Roberts already healed?

I am a human priest on WOW and I am trying to complete the quest to heal guard roberts but everytime I see him he is already healed and asks me what do I want? When I heal and fortify him it still says my quest is uncompleted. What should I do?
