I was thinking of rolling a DK, but I cannot decide. I know I want to play as Horde, I am stuck between the Tauren, Undead, Blood Elf, and Goblin. I only PvP. My questions are How useful is war stomp? How useful is Arcane Torrent? How useful is rocket jump? How useful is the undead abilities? I really like the Tauren or the goblin. A DK goblin with rocket jump would be cool.

Statistically a Tauren, but goblins are hard to target. So they're usually equally good for pvp. Go with the one that you like the looks of better. But if you're a bad player go with Goblin, you'll be targeted less. @ person below me horde is way better than alliance, be horde, and of the horde tauren/goblin is best for dk.
